According to my memory, and it ain't that good.. The Germans were building dam systems in the attempt to open up more land and use the running waters as a form of hydroelectric system to provide electricity. So not only would they create power plants, but also open up land areas for more settlement because the dam systems would lower the water levels where these dam systems would be built.
